Observation

Based on the information gathered at the site visit and interviews with the child care staff, referent and the subject, the licensor has determined that the child care staff person did grab the child by the shirt/backpack strap and moved the child out of the way and back into line. She was trying to prevent the child from running in front of or over a parent coming in the door.
